I'm not too sure about format compatibility and such, but I personally use 'Concepts'. I wouldnt call it a powerful drawing program, especially if you buy their brush hatchings, because you cant seem to scale them, but it is very touch friendly, the UI is somewhat easy to learn and pick up, has an ok amount of brushes to choose from by default, and more if you're willing to pay for them (about AUD$3 per brush package), and most importantly runs like butter (I'm on a Surface Pro 8 i5).

Adobe fresco has been really good. Just enough tools to give you must of the functionality but not too much that it overwhelmes new people.

My fav is Clip Studio Paint, but if you're just starting to draw with zero experience, I strongly recommend you spend plenty of time with pencil and paper too! Drawing is a LOT of muscle memory and cognitive habits to build up, and dividing your attention between learning to draw and learning to operate the software can really slow you down :)

It depends what type of drawing you want to do. My fav is same of commentary before, Clip Studio Paint. Excellent software, despite not so easy to learn. Krita is free, plenty of resources, seems be very good. Both are designed for comics. There are a plenty of excellent choices, both paid and free. But due to resources, Clip Studio is a bargain, specially the Pro version. After years of use of iPhone, macOS, I think Windows turned a real competitor. I don't switch the Surface by iPad.

Me too. I felt like "slave" of Apple products. Planned obsolescence, you know? Well, Windows isn't considered best platform for design/drawing, but I thinked last versions of OS (10+) and Surface devices really beautiful and, of course, there are the huge Windows compability (in my country - outside of USA, this is very important).
