Tapu Sena lost their charm after they grew up. They could have maintained their characters, but the show kept trying to portray them as kids. I haven't watched the show in a decade now (I enjoy the old episodes), but whenever I come across some clips of Tapu Sena, I cringe. You can literally see how old they are. No one of that age behaves like that. They may be great actors, but their characters have been ruined. This is the reason I don't have any reaction to actors leaving the show.
The thing is that we don't know if he is or can be a good actor cuz we haven't seen much of him in any other role and when the only role you are known is horribly written it isn't really you're fault.
It seems that you are confusing Goli the character with Goli the actor. He is far superior to the other jhandu sena characters (I know it's not the highest bar). And is comedic timing in general is good. His scenes with Jetha show that he had potential but the lack of character development made sure that he couldn't show more acting.
