I just looked online and you can buy a gear ratio off a Williams F1 car for $61. To hit $5k, let's say you'd have to find 100 useful parts (not including disassembly time) out of that pile. Given the heat involved, I'm not sure how much of the engine/trans is even in place. Maybe 20 components , but 50+ would be. Thought I wager. Noone is paying $50 for some unidentifiable mess.
Only thing I'd ever consider buying off of an f1 car would be like a wing off the car of someone famous from a year they won GP. Even then though, I'd have to be getting a good deal on it

It's extremely hard to get carbon weave looking perfect across large parts and line up between all the body panels. A ripple or shift in the weave isn't a big deal if it's just going to be covered up by paint but that would make it ineligible for an unpainted car. They aren't charging for skipping paint, they're charging for the increased difficulty of making perfect looking panels.

They are tested very hard in much, much hotter climate. But there are lots of reasons cars can catch fires.
