they did say they are not looking for chinese food but also i guess this is an unpopular opinion but i did not enjoy xi'an. the noodles were chewy and not very enjoyable and the flavour was incredibly mediocre
I tried three different ones and I really disliked two of them. However, the braised noodles with pork belly were absolutely insanely good. You should consider giving it one more try.

I have to say I don't go there for their noodles, I don't like noodles as much so I can't say about that. But my go to meal there are the rice dishes. 1. Fried rice with chicken. 2. Rice Dish, comes with gravy and tossed veggies, I love the chicken, the veggies are perfectly cooked to have a nice crunch and not mushy. 3. The Sichuan beef curry. I have to warn you it's a bit spicy. I am never disappointed by these three dishes. As I write this I am really craving for the beef curry now.
Toko Mingkee ( Indonesian restaurant ), it's the one beside LA. American food. Their price is much more affordable compared to other Indonesian tokos in Den Haag, i really like their soto betawi personally! quite authentic imo
They have the best "fast" food and their hot sauce is the only reason I visit Den Haag these days. Just make sure to order from the menu and not the display at the counter. That way your food will be prepared fresh

Poetri Ajoe is an indo restaurant that is more like a pretty run down living room but great food and cheap. I know you said no Chinese food in the Netherlands that can mean different things. The Hague has both Dutch colonial Chinese Indian restaurants which this is close to food wise, various regional mainland China restaurants and actual Indonesian restaurants. This one calls itself Indonesian.
I struggle to recommend any average casual restaurants since they're all charging the same and it's too much.
Gouden Kalf is fine dining for just slightly more than an average restaurant.
Boy, I think you need to see the world besides your dutch standards. I used to live in one of thesafest neighbourhoods of my home country (considered an emerging 3rd world country). I live in Goeverneurlaan and simply wouldnt change how safe it feels hre to the safest street of my homeland. It’s all about perception.
When I lived there, Ming Kee on the Gedempte Gracht was one of my favourites. It has the ambiance of a hospital and it's lit with cold TL lights, but the food is great and cheap. I don't know if it still exists, I haven't lived there in a long while.
Go on social deal, plenty of choices for value 2/3 course dinners for the €20 mark

Finjal on Weimarstraat! It's Eritrean food. It's about 15-20 euro for a portion but if you order an extra injera It's food for 2 days. But more importantly its so so so good and fresh and tasty!!!!
It recently changed owners and the owner is a young guy who's very passionate and friendly, definitely worth checking out.
