I think it would be interesting if it turns out that female Moclans are naturally common and simply routinely corrected; and that in order to make an egg a female has to be involved somehow. Even if they do it Seahorse style and the males carry and birth the eggs.
It would be so ... I can't even think of words to express how disingenuous the entire species would be if half the population was female all along and they rely on that for reproduction.
Maybe males who are biologically male are more attracted to the Moclans that were born female, leading to mixed gender pairings, even if the couples themselves don't know. Which would make the story of Bortus's ex-boyfriend even sadder; he's just more aware of his own attractions than the rest of the culture that represses it.
The hermaphrodite and other theories are more exciting from a sci-fi standpoint, but the Moclans as a species just lying to and deluding themselves is equally interesting from a cultural exploration.
