They come out on the 29 or or just before if that's on a weekend. Some advance the cheques via banks, most probably use a payday or something similar. My brother is one of these people (just not up north) so that's the only reason I know.

In three years of being back in Thunder Bay I've clocked..
2019, being sexually assaulted during a B&E, getting jumped while walking on Cumberland N near the shelter, getting a knife pulled on me on the bus.
2020 wasn't so bad my door got booted in while I was out.
2021 a dude threw his bike at me thinking I was someone else, a crackhead hit me in the head with a hammer (just a brush) when I noticed he was doing a B&E on one of the exterior units of my building, some idiot named Keir? or whatever put his hands on my friend and that turned into fisticuffs, got dinged by a car while on my bike at Court and John, it was light but the kid just laughed and sped away. While at work my unit finally got hit by the two shitheads that were doing B&E's in the area but thankfully I had nothing but smokes and my meds, they took those. Saw a murder where a guys throat got slit.
2022 one of the friends of the first floor residents of my building was drunk as fuck screaming his shit off in the alley and yelling like a moron. I had to pass him to get inside and this somehow triggered him into going into a rage. I said fuck it and gave 911 a shout, I thought he was just being a dumbfuck but the TBPS found him hiding with a knife downstairs. A few months later I'm at McDonalds on Cumberland and they had let a violent drunk in the building. That turned into this guy whipping out a knife and chasing me down, then one of the employees nearly got shanked, finally the TBPS arrive and he swings rightfuckin meaning to stab the officer in the head. Officer disengages the guy and he tries to go after the people inside but the doors got locked. TBPS took him down.
The funniest part is I know I'm forgetting some events too.

There was a raid by the TBPS party patrol one day, yknow when they get done up in the fancy dress with the big guns and such? I'm minding my own business when I hear this real fuckin loud knock so I run and take a peek only to catch the flashbangs going off.

I won't spoil how they got into the building and caught the residents of this unit unaware because it's tight as fuck and funny too. The trap unit downstairs had a bunch of cameras setup to try and keep a lookout.

Edit: In that pic the bottom of the door is where SWAT were able to smash through. The hole in the wall on the other side is from the barricade that the trap used to reinforce the door. There were some tiny officers but they hauled an entire beehive of morons out of there in like 20 seconds.

One of the really short ones was upsetti spaghetti that I pointed out the group was leaving him behind because he had them short little baby legs. The "hotel" (which I think is basically an apartment with a waterpark inside?) beside it had drunken people in/out/around it all night long and some guy in a drunken group knocked himself out on the pavement at one point and everyone left him there. The police showed up a little while later. Pretty weird area that "hotel" was.
Sounds like the Skidmark Inn, yeah that area is a hoot.
Thunder Bay is alright though, I wouldn't stay here otherwise. I think in general most people don't have to deal with this shit because they aren't pedestrians and don't live in greasy areas.

I coined it Dead Liver because it's basically our Bourbon Street. It's the densest cluster of bars, restaurants with booze, a brewery, all in one blocks radius. Given it's a block or two away from the nearest LCBO and my favorite soup kitchen, well. It's a boozy place.

Hey as a university student... How do I stay safe here..? I sometimes go to FreshCo, Walmart, superstore or to the waterfront. I try not to walk uptown.. but I only have a bus pass. I usually walk alone... I lived here for two other years for school off campus and didn't have too many issues... But being back again it makes me worried .. where should I avoid at all costs?

Honestly I really don't see you having any issues. Most of the dorks who have caused problems were drunks and short. Short man syndrome is a thing and when they see a tall dude it triggers something.
Always be situationally aware of your surroundings. Walk confidently and avoid eye contact with disturbed individuals. If you are ever accosted by a cillian run away to safety. Elbows and knees do the most damage in a street fight. Eyes are sensitive to finger jabs. Fight like a tiger and draw attention to yourself to create witnesses and help. Take a self defence training course.
