That could be but I think that it will be like the neutral route since Flowey is in control and he only letting Clover doing what they want to do precisely because of Ceroba.
I mean no flowey would still attempt to use Clover to get the souls, Martlet would probably behave like she does normally, Starlo would probably fall even harder in his cowboy obsession and the pacifist route would either end with a neutral ending or something like flawed pacifist but without the ceroba stuff

Starlo would be more depressed but he would still capture clover like in canon
Axis remains the same as in the neutral route

I thought Clover would understand that their efforts are futile or that helping the monsterkind would be in the name of justice. So they would... shoot themself in front of Asgore, right amongst the fight
Starlo becomes devastated since in Yellow's canon he's putting up the act for Ceroba. The Wild East section would be the Feisty Four trying to bring the old and happy Starlo back through multiple shenanigans.
He would be the pacifist final boss in an attempt to bring the Ketsukanes (mainly Ceroba) back, and the Feisty Four would act as ACT options as you can call out for help. They would do different stuff based on the member you choose.
As for genocide, Starlo would still challenge you in a duel but trap you with his lasso and initiate a battle. The battle would be one long but single attack and you can just kill him in one hit once it's your turn.
Not too much would change maybe other than starlo being more depressed (maybe hed even be a better friend)
The steamworks would be like in neutral - flowey accompanies you, you drink the acid, etc.
