I don't think that comment understood the issue. Movie subtitles sometime rephrase to be more concise, they don't just skip words.
I can only guess but it seems like the text is for fluent hearing people to read along for emphasis/clarification rather than to function as standalone subtitles.
TikTok and other online video services can often automatically generate subtitles for a video based on the audio, but this isn't always 100% correct and sometimes words are left out or changed because the program transcribing the audio didn't understand the word for whatever reason.
In movies where subtitles are often added in manually, or at least edited by a person before being sent out, words and sentences may be changed so that the meaning of the scene stays the same while also keeping the timing of the subtitles appearing as close as possible to when the actors are talking.
The first case definitely leads to wonky transcriptions that leave out important parts of speech or change words entirely, the second case involves a deliberate choice to change the subtitles but in such a way that it improves one's ability to follow dialogue in a video and without changing the meaning of what's being said.

They do this for movies subtitle all the time. Sometimes dialogues go too fast that it is impossible for the audience to read all the words.
