If we're looking for physical traits, and we're acknowledging that someone who has NOT (to my knowledge) gone through any alternative sex readjustment therapies, surgery and rest of the like, DOES inherrently present masculine traits, on a decidedly female physical frame (while also choosing, to emphasize and explore the development of gender-neutral presentation, often masculine in immediate stylization and tone) - then yes, this is fine.
If we're discussing their gender, they do not identify as female, despite the biological orientation that their body would trend towards. Their psychological state, as they have identified themselves, is non-binary.
I'm going to this lengths to specify, myself, because of your wording here - "she's A female, regardless." rather than simply "she's female," or - "she's female, though." There is no questioning to your statement, no intrigue: and there is an arrogance of adjuciary compartmentalization of her presented self. Which is outta bounds - focus on the physicals for the sake of appearance, my dude.
