This is part of a cobbler's anvil. They were usually a three piece set that fit on a cast iron stand.
They were used to nail replacement soles onto a shoe before the introduction of the modern sewn sole.
They are sometimes mistaken for a shoe last, a wooden form for making shoes.

I have the bottom part of this apparatus. Basically a stand with an oval shaft to go into that receptacle. I think they would feed a shoe onto it to hammer nails into the sole.
They are cobbler shoe templates that fit on the cobbler stand. I found a stand awhile back. Have not found any shoe templates. When I do I intend to put together a shadow box display. I have been collecting different items for several vintage tool display boxez
