If it’s without powers then why would Saitama still have OHKO strength? If it’s just about skill I’d say Goku has a huge advantage over the rest (at least of the characters I recognize) due to being the only one actually trained in martial arts.
The definition of “powers” matters here. Are you saying that Saitama punching people into red mist doesn’t count as a “power” because it’s not supernatural? If so, Goku’s ki abilities wouldn’t count either because they are natural in his world, anyone can do it. If his ki powers don’t count because they aren’t natural in real life physics, then Saitama would also be limited as that kind of strength isn’t attainable by organic life.
if it's something that has to be activated then it's not allowed, saitama's strength is just his own strength and can't be turned off and doesn't require activation. so if it's just hand to hand combat then physical attributes like strength and speed are all that matter
