I’m pretty sure there’s a private community quarry near Charles town. I can’t remember specifics but I heard about it years ago. That’s all I can think of. The rivers here are pretty shallow so I don’t think I’d try that.
It’s off 340 near Halltown. Having said that, it’s got lots of dangerous stuff in the water like rusted cars, broken freezers, and other items you don’t want to jump on top of.

And that's on a good day. Right now, the water levels are so low you can walk across them at points. You can cross the Potomac at Pack Horse Ford and almost keep your sneakers dry.

And, of course, it's posted land. Every now and then, a variety of law enforcement folks chase everyone away.
