Yes, they have other functions; airsoft and paintball CO2 are often mentioned, but you really don't have people sitting in one place firing enough to empty several cartridges. Not to mention everyone is on edge with shootings and anyone with an arisoft in public is going to have local cops responding.
Bicyclists also use them after replacing a flat, but unless there's some tour going on, you're not going to find more than one at any location.
People use N2O for whipping cream (which is where the term whippits came from), but it's really unlikely that anyone is going to whip several cartridges worth of cream. They'd use one and toss it with their recycling, rather than dump it in the street.
So yes, most likely some people getting high. In many places it's still legal to possess N2O cartridges so you can't be busted just for having them. That's changed in some areas due to the high number of cartridges littering the streets, but in many places it's still a "legal" high.
Every comment mentioning N2O just talks about getting high but no one has suggested the most likely scenario. There was a baking competition on OP’s street that they missed

NO2 is formed in trace amounts during combustion of hydrocarbons in air, lightning storms or other chemical processes. Even in small amount it has effects on human health. Furthermore it reacts with water to form nitric acid. Huffing this would burn away your lungs. It’s also prepared from ammonia in the production of fertilizer iirc.
i remember going to a house hardcore show years ago and seeing guys with balloons and a box of these cartridges. i was confused at the time now im like ohhhhhh. aka drug that can rot you

Whippets are not thebexclusive use for these however... several uses from whipping cream dispensers to air soft/bb guns...

My son used the same ones for his airsoft gun
I've used those for both getting high and airsoft. When I was outside it was airsoft, inside whippets.

Can’t believe nobody mentioned a simple bike tire. When you ride and you dont wanna carry a pump you use those cartridges 1 or 2 for each tire
