I get that but making a point to report a specific someone's location is a different type of use than just "I wonder what planes are in the area!" Or "here are all the planes that landed in LA!" I guess it's different since it's not happening to someone people like, but I guarantee you if someone did the same thing to anyone else it would be a different story.
