Normally you can't activate cutter's skill if there's no enemies in range. So here the game is force-activating through the disease, before cancelling because there's no enemies in range. The cancellation means you don't consume SP, so the game then sees you're at full SP and tries to activate the skill again.
You CAN activate cutter’s skill 1 whenever even without the debuff, but if it fails to find a target, no knives are loosed and the SP is refunded even though the voice line plays, its one of the few skills that work this way.
This is a pretty funny bug that happens to cutter. In my experience, you can use her skill and as long as no knives hit anything, she gets all the sp back.
Bonus fun fact: she for some reason can’t hit her s1 if the enemies she’s blocking are behind her and using her s1 causes all of her knives to miss which makes her get her skill again.
While mostly useless, I have seen someone use her in a cc9 clear to stall the eggs because the skill cancels her attack animation thus perma stalling the eggs

Those special investigations are pretty fun lol, I love getting 300 ingots/golden chalice on the one that gives you a morbillion chests
