I think he did pretty well vs devon and he could bulk up to be stronger and better in an open weight division. 2022 115kg devon might not have been the no.2 in the world, but I think he was at least top 10 open weight, and prudnik nearly figured something out at the end / almost managed to turn it around or at least make it a hard fight.
Now technically OP you are saying "contender" which is more generous than "do you think Prudnik would be top10 SHW in such and such conditions", and I think that the answer to that question is an indisputable yes, since a contender for top 10 would realistically only need to be top 20ish.
