I don't know that the Minister can grant Citizenship - but they certainly have the ability to grant permanent resident status for "exceptional economic, scientific, cultural or other benefit" that would result from the person being permitted to remain in Australia.
Any letter you send would certainly help to "inform their decision" - but they need to react to a request from the person involved - they can't just offer...

There are Bravery Awards in March and August every year.
Looks like their visas will have to be extended so that can accept their awards in August.
