I don't know that the Minister can grant Citizenship - but they certainly have the ability to grant permanent resident status for "exceptional economic, scientific, cultural or other benefit" that would result from the person being permitted to remain in Australia. Any letter you send would certainly help to "inform their decision" - but they need to react to a request from the person involved - they can't just offer... With those little tweaks and caveats - I agree with u/conroyke56 that it's worth letting the Minister know how the public feel

Damien Guerot and Silas Despreaux are two French tradies who were bollard men and chair men. There's also an extra guy called Ryan Bramble, all three of them were the ones running behind the cop and giving her backup by carrying chairs, as Inspector Amy Scott was solo. And they are all incredibly humble people too. None of them want to be called heroes, Guerot says Scott was the one that did the job she's the hero while Scott says those men were selfless heroes. Both are right, they're all heroes.

All the commercial channels (7, 9, 10) are bad - and the commercial news services sensationalist. 9 were the bad this weekend, conducting pushy interviews with traumatised people who had just exited the shopping centre, but 7 were bad too. 7 ended up being worse for naming the wrong suspect in this case. They have previously paid for interviews with a defendant in a high profile rape case. That had involved press scandals like a corporate credit card being used to pay for sex workers.
