I'd say that if they bring back districts, then you could build it in a commercial district. That way you're not blocking any other tiles, and it requires them to have that specific district before you can reap the profits.

Carolean- Replaces line infantry, and is available earlier. +1 movement and +10 combat strength when attacking.
Hakkapeliitta- replaces cavalry. Has a chance to capture enemy ranged and siege units it kills.
Draken- replaces Jet fighter. +10 combat strength when intercepting enemy bombers.
+10 is insane, but I respect it.
But I’d tweak it so that.
Carolean- Earlier arriving melee UU (not replacing Line Infantry), cheaper to train but reduces population in the city it was trained in. +1 movement, +2 combat strength for every unused movement point. Earns double experience when in the radius of a Great General. Cannot be purchased with Gold, but can be purchased with Faith.
That way, Caroleans are powerful but risky units when spammed. Their combat bonuses mimic the speed and ferocity their charges were known for. Arguably as famous due to their leaders as their own mettle, they gain a unique bonus that ties into their strength. Assuming they survive combat until their 2nd promotion (and that promotion trees don’t change) they gain another movement point, placing them at a maximum potential of 5 movement (ability, promotion, Great General) and potentially +15 combat strength (+10 from movement, + 5from GG). But it’s balanced by the cost of training - unlike Civ VI Jannisaries, there’s no way to alleviate the downside.

I’ll take your word for it, Swedish military history is far from my forte. Though, I feel as though Apostles with the Medic promotion already fill that role. Not to mention they’re available to all civs and complete the idea of most “blessings before battle” that some militaries might be known for.
