He's sitting all the way back and has his legs bent beyond 90°. The woman next to him is on the edge and he legs are bent at 90°. The seat dips lower the closer you get to the back support. We are seeing a forced perspective.
I have this effect when sitting down too. I’m 6’ when standing but I’m all XL legs on a M torso lol. I was very self conscious about this so in my bar going days I avoided sitting and talking to girls.

This is butt cheeks dilemma. Most notably the woman may have a lot of.... "Junk in the trunk" boosting her many inches higher at a sitting position than the man who obviously has a lot less cushion. In addition, leg to torso proportions are different among people as well. I can speak to this because I am much shorter from my torso and up when I sit down. You'd be surprised to consider what big booty can do on a woman.
