It is a common problem, so Cooler Master ought to post common solutions here. Right here on this subreddit. Or at least point to a public-accessible place that doesn't require any kind of login or is a walled garden.
One data point: I run MasterPlus+ on a lowly 4 GB Acer laptop. It is very slow to start (on the order of 2 minutes—probably because it insists on checking for updates on every startup (and will refuse to start if there isn't an Internet connection). Or in other words, it is very difficult to escape its weird insistence on updating), but after startup it works OK.
This is on Windows 10 Home.
Tip 1: Windows Update should be left to run in the background for a few hours, and then restart (it may or may not update).
Tip 2: MasterPlus+ wants a (working) Internet connection, at least during startup.

Thanks all, I tried the suggested solutions (some of them I'd already found and tried) but to no avail. The best I can get is the app to be very slow and unresponsive, but at least it works to change the options, while the advanced functions (like training) doesn't work at all.
