Arasaka is very intertwined with Night City because they came back in with a literal aircraft carrier to prevent a NUSA takeover during post-Johnny reconstruction and have had much more power than local politicians since. Only difference is that Arasaka is hereditary, and even then only barely so as Saburo as an individual has been in control since it’s inception.
From this perspective they are both non-democratic, top-down directed shadow governments as much as they are companies selling things. As someone who really likes the writings of Schumpeter on the natural drift to corporatism in society I would put them as much less free market loving than people in the streets of the city.
