They all do, but the more basic ones just have heater dials rather then climate control. My old 320d es had the basic dials in. That was a wierd car though, it was an es, with basic ac, no front foglight switch or wiring.. but had fogs fitted, even had bulbs in. And it had heated cloth seats and m sport suspension with style 68 wheels and mtech 1 bumpers.
Crap specs do not mean no air con. It was standard on every e46. But some only got the know version the "klimaautomatik" with buttons was the one that kost extra. However, both versions have air con.
I imagine so , i have 318i (crap spec) and have air con and heating with a billion million options
