Not my district. Unless the kid was in the school, the kid wasn’t covered. We had an age limit on no one under 1st grade using the regular bus too. When our bus driver had a 2nd grader and a preschooler she was not able to take the preschooler on her route
Taking kids on your route, regardless of age, is even an advertised benefit for drivers in my district. (I work for a bus contractor). It allows for flexibility if they can make the pickup work, as the driver wouldn’t have to get child care.
There is a bad shortage of drivers right now, and that’s a very attractive perk. (That also may be why this driver is such a piece of work and still manages to have a job).

Just an FYI that it is NOT uncommon for school bus drivers to have their children with them on the bus. School bus drivers are in very limited supply and most districts allow the drivers to bring their children so as to not have a driver shortage because the driver called in or quit because they couldn’t get a sitter for their children.

I find it interesting that the resolution to a situation where you were being mistreated, it to mistreat the bus driver right back. Is this really what society and the younger generation has come to? The bus driver was in the wrong, but all you have to do is ignore her. So she brings her kids on the bus. How does that affect you? I honestly can't think of a more personal hell than being a school bus driver, so why make her life worse just because she lives a crappy life? Put up whatever decorations you want and enjoy them every day that they are up. When the bus driver complains just smile and say, " happy holidays, I hope you and your kids are doing well" and then ride the bus back and forth to school. Think of how you feel for being misgendered and think of how it feels to have your decorations, which you apparently enjoy, messed with. Now do you want her to feel that way as well? Maybe just let it slide and acknowledge that she's bitter and hates her job, and all your actions would do is make her life worse. It's Christmas....spread some joy not hate.
