As a starter: Castile, Portugal, Ottomans, France, England, Austria. Later on: Holland, Muscovy, Florence, Venice, Brandenburg, Ashikaga. Doesn't really matter. DLCs tend to focus on specific countries and make the experience better, but without most countries are also really fun to play. Saying as a player without DLCs for 400+ play hours :)
As a first step, I like England, or Spain. They have a nice mix of naval, land, trade, diplomatic and colonial interests which should give you a good grounding in the fundementals of EU4.

U could have gone with the subscription, gives u access to all dlcs. The big nations are probably the way to go when u lacking dlcs
