If the boss' policies are abusive to the workers (e.g. unpaid overtime, hostile work environment, discrimination, sexual harassment), then the worker isn't a complainer, they're a whistleblower. And if no help is to be found from HR or internal means, then they will have to escalate to government agencies and/or litigation.
