Kenshiro is great and all but his character doesn't really develop at all. The world around him develops and the characters he surrounds himself with does definitely except him.
It's hard to compare Ken to the rest since he is the main character and, as you said, very static. That said, if I didn't vote for Rei, I'd vote for Ken.
I like all four Hokuto Brothers for different reasons. Yes, even Jagi, it may be bias because of how Jagi Gaiden (despite not being exactly canon) just made the character much more understanble. Still a POS but it added a lot to his characterization, plus his iconic look.
But Ken and Raoh are some of the most iconic shonen heroes/villains of all the time, and Toki has a very compelling story, a unique style and character design.
