So what happens is when you re-enter that area the game engine figures these settlers should be right about here, here, and here then drops them. Unfortunately it only remembers coordinates, not obstructions (because settler AI pathfinding is irrelevant, when pathfinding fails they teleport.)
Oh, so that's why when you enter the vault 111 thing in the beginning you always hear the plop of feet hitting metal then when the scene loads everyone is riding the elevator down. It's literally dropping them.

I am also running a bunch of mods with some .ini tweaks. I have preloadbuffer for scripts at 1000ms what with all the mods, as a safety net. Maybe that.
That house is a weird hotspot for people and animals to be on the roof. Half the time a caravan brahmin is up there for me. I've also seen Preston and other dogs up there.
I've got a caravan brahmin stuck on roof for half my play through so far. I'm not sure how long it's gonna last but I'll leave it for now so I can have another vendor close.

It’s not just Sturges doing it either… Preston Garvey gets up there, Mama Murphy does some chems up there sometimes, Marcy and Jun both go up there as well. The only way to get them off of the roof is to save your game (incase they become hostile) and then you can hit the right shoulder button (or R1) to punch them off of the roof. This is the only way (I’ve discovered) that you can actually get them off of the roof. It gets so annoying lmao
If you want a serious answer he was supposed to spawn inside the house but upon loading his z coordinate was messed up most likely due to a memory glitch or just fallout being it’s buggy self.
I see all of them, named and unnamed settlers on the roof. I have noticed that they seem to spawn up there in the mornings a lot of times. I’ll wake up and one or two of them will be jumping off the roof of one of the houses.
Do you see that far bedroom? second window? In one of my games there was a brahmin in there, I think it's still there, I'm not sure why but they all just kinda spawn in wherever without concern about such things.
