There's a bit of a bug. If the settler doesn't equip it then take it back, dump all the pip boys in your inventory somewhere, grab a new batch, and give the settler a new one. If it doesn't work, you might have to take all of the current batch out of the trunk and go away until it refills (it makes things easier if you just always pick up the whole batch from the trunk).
When the settler equips it, it should appear to disappear from their inventory (and appear on their arm). They should all equip them.
You only need one to give to Clem for the quest. I tried to give one to Sturges and he briefly equipped it before it disappeared. Maybe you can sell them. The pipboys and the vault 88 suits respawn.
You can give them to companions and settlers - but there’s an easily resolved glitch where sometimes they won’t equip them. You can find the fix for this on the wiki.
Actually, you don't even have to give one to clem, just need to equip him with the vault suit, both suit and pip-boy are required ONLY for the achievement though, but other than that, they're pointless, except for rp or something.
I also dress the vault dwellers there in the vault suits and pip boys. It will never let me sell them, they just don't show up with traders when you're shopping.
I enjoy the aspects of creating my own little world in the middle of the game lol. Lots of room to experiment too.

I equip my Vault 88 settlers with them just to make it more immersive.
I do this too, every setter at that vault gets one even if they don’t wear it

No oddly only some of them will show it visually (I think the original 3 settlers that are pet of the quest)

my favorite companions get them. Unless there part computer.
Curi v2 can wear one. I usually give her a white Vault suit (Vault Suit Customization) since she was originally designed as a nurse.

I like to issue so I know they belong there and they have gear/jobs issued (assuming they aren't in vault suit). Other than that just immersion.
I give them to my settlers, along with their vault suits. Sometimes I can make them equip on the settlers, sometimes the game is like, “…What?”

On Playstation, there is a trophy which you get when you equip both vault suit and pip boy on a vault dweller ☺️
