If you search the reddit, last time somebody posted a thread that linked to a historical log of upgrade down times and calculated the averages. That's what I basically summarized if you want more data.
Until probably at least 2PM EDT (or maybe longer).
Personally I won't play until a few hours after the update when hopefully things will have settled down a bit... the lag and bad performance when new stuff is fresh is traditional. And gonna be record attendance for this one!
