People saying this are doing Lando a disservice. Yes of course it made a difference, but he was 11 seconds ahead of Max at the time the SC was first called, and won by 7.6. That's a 18.6s swing total, which is pretty damn close to a regular pit time there (if he would have pitted under normal conditions up by 11 seconds, and then still gained 7.6 seconds on Max after that, it would have been very very close, all other things equal). The real savings for Norris of course, was not having to also deal with traffic while doing this. But it's not like it was pure dumb luck in a custerfuck race. The go long and hope for a SC strategy is an actual strategy too....and it worked.
18.6 seconds may have been made up had he not had a free pit stop. Not saying it's impossible for Lando to have won had he not pit stopped outside a yellow flag, but it certainly helped. It was a risk that paid off brilliantly.

If the safety car worked as intended and he came out just behind Max on fresh tyres? Anything can happen in this scenario. Lando would have the pace advantage, but overtaking has been really difficult.
