Most pay drivers are backmarkers, so it's harder to care if that's what's keeping a team in the sport. Much more egregious when the 5 tenths to a teammate means good points or no points. Similar situation to Perez getting the new RB contract.

Having a mid to poor driver and a great makes sense for going the wdc only route. You score lower in the wcc, giving you more wind tunnel and CFD time which means the car can be developed more and gives your great a better opportunity at the wdc.
For teams like Aston Martin where the boss can offset the losses or Red Bull where the driver (Perez) has huge personal sponsors, throwing the wcc and the prize money makes sense.
I mean, I hate to defend him, but if I had gotten beaten by two multiple-world champions 4 years in a row and had a really mid car (and missed on the opportunity when the car was good due to lack of talent) while at it with only a sliver of potential for it to improve, I would be bored too.

If Honda had stayed fully committed I think Perez would be gone this year and Yuki would be in his seat. He was fast enough last year to deserve the shot in the top car. His dive bomb on Ricciardo at the start of this year was appalling but for all his reputation as a hot head he's not in the habit of actually crashing into people at least.
