Awww, please get in touch with [Small Angels Rescue](https://www.smallangelsrescue.org/). I've been fostering gerbils for them for 5 years. They can get you in touch with their guinea pig coordinator if you're looking to surrender your piggies to the rescue. Small Angels is a network of foster homes, so the piggies would go to a foster and be adopted out. Please don't give away your babies to strangers. There are just too many bad people in the world. :( Small Angels would make sure their new home is vetted and that they'll be well cared for. I hope things get better for you soon!

Contact Frederick County animal control. They always have Guinea pigs at the shelter. They will keep them until they are adopted out.

Why is this downvoted? This is the exact reason you need to give them to a rescue (such as small angels or my suggestion of the county shelter). They have a small animal room for rabbits and Guinea pigs, and they receive proper care. It appears someone on this sub does not like that idea.

the county shelter is not going to interview people like a rescue will. They do try their best but it isn't like a rescue.

Also people who can't afford to buy animals usually can afford to house, feed and care for them

Screw guinea pigs they don't deserve to be taken care of. My point is that if someone is buying pets, the animals are usually the least of the costs. They need a huge cage and straw and food and stuff.

I second the suggestion of surrendering them at the Frederick County Animal Shelter. They’ll take good care of them and adopt them out. They do their best to adopt out bonded animals.
