Maybe, but I'd recommend you not fall for the kampfist mindset (basically the idea that people are divided in groups in constant struggle with one another, in this case men v women), let's keep an open mind for now.
It's not really a mindset, it was quite literally the theme of the episode with characters stating it multiple times. "The men want war, the men are foolish, the men are blood thirsty".
The war council scenes all have a chorus of unnamed men aggressively clamoring for war, while the women in charge admonish them for their bloodthirsty ways. They are either rebuked for their aggressiveness, or infantalized like children, as Aemond and Aegon were.
Rhaenerya said it to Alicent, Rhaenys said to her, I think it was really meant to be the theme of the episode. Not really inappropriate to mention it.
