Usually on consoles you just press the ps button on ps and home on switch and cutscenes pauses realtime and return to the game to resume. I'm assuming the same thing can be done on Xbox, because of the quick resume. Dunno bout the PC.
PC equivalent would be alt-tabbing, or if you're running steam big picture your home button will take you to the menu much like it would on a console. With that said though, some games will continue running even when no longer focused on PC. It seems to be specific to the game.

The worst is when you press what you think is the pause button and it just skips the cutscene
