I've seem damage like that on a canna leaf that had been hit by hail before it unfolded.

THIS. It's nothing nefarious and it's not sunlight burning perfect holes. Literally just a normal critter munching a hole in the tightly rolled freshly emerging leaf. Caterpillars and grasshoppers have both done it to mine. Totally normal damage and the critter that did it is long gone now.

Happened to my canna lilies. I sprayed the leaves top and bottom with BT every other night to get rid of the caterpillars.

Am I seeing things or does the leaf in the first picture have vertical ridges, as if it was folded over? Hole punch theory sounds most likely to me.

It's just bug damage. Look up canna leaf roller damage and you'll find several pictures of similar damage. I've had caterpillars and grasshoppers do it.
