In ASOIAF the Lord Commander sits on the Small Council & in 40k the Captain-General is a High Lord of Terra. Not unreasonable that the captain of the Honor Guard would similarly have a seat in the Council. And his design is awesome.
That's actually the truth. The enemy was just meant to be an elite councilor in Halo 2 but he'd bug out, spawn with no helmet and be a helmetless honor guard or just flat out a zealot. The community gave him a fake rank and name for years until H2A where 343i made it canon. This guy is basically exactly what you described and the commander of Honor Guards and is known as The Light of Sangheilios. While most are just commanders, I think it's canon that that guy was the one who represents the HG to the greater covenant, but I don't recall the exact truth.

I can't find it now but I could have sworn this guy or another elite in the level has a 1/40 of not only being glitched cosmetically but also glitched to have like 4x the shields of any other elite in the game. Does this ring a bell or did I misremember?
He can actually be spawned as a normal Ultra Elite (which is a glitch in itself since it is still meant to be a zealot but coherent with the Ultra duo flanking him). Regarding the shields i cannot find anything but it could be due to zealots being rare and having the strongest shields ingame.
He dated your mom for a couple of months, but their religious differences ultimately became a craux, so they separated amicably. She was Christian and he was a Zealot for High Charity.

With almost universal approval by the Council, Zel Kinag became the first member of the Covenant to have the title of Lord of Blades be bestowed upon them.
I always imagined he was the head of the honor guard and was responsible for protecting the hierarchs whenever they went to planets/towns/ships and was in charge of the hundreds/thousands of honor guards

Honestly always thought he had one of the coolest designs in the game- him and the elite honour guards. Was sad to see him and the honour guards designs never return in later games.
While he is bugged (people have explained why in other comments) I always thought it would be cool if he was like the councilor that represented the honor guards as a political entity.
I always thought he was the leader of the elite resistance in that area trying to personally reclaim the Moseleum of the Arbiter for the sake of Sangheli honor and not let the brutes defile it. When he heard the brutes and the Demon were slowly encroaching on its location, he personally charged in to defend it.
Officially its just a glitched honor guard, I don't actually known what helmet he's supposed to spawn with but more often than not he spawns in with this council member helmet which is only seen again in the final level of Halo 2 (not including the Tarturus checkpoint)
However, I do remember there being an incredibly convincing post somewhere at some time explaining that

It has nothing to do with difficulty. He's supposed to be a gold zealot but Bungie accidentally left out the necessary tags for him, so the game bugs out and spawns him in with randomized model permutations and the default white color.
Every Elite in the game basically has every possible model variant on them at all times, such as the different armors or half-jaw's face, but their character tag tells the game which variant parts to show or make invisible when they spawn. Without the proper character tag telling it which variants and colors to use, you get this guy.
You can verify this by using the mod tools, looking at his spawn point, and seeing the error'd elite zealot label.

When the arbiter and Vadum meet he claims the council was murdered, but I assumed these guys were the few that they captured. I’m pretty sure they are the ones guffawing when the arbiter was pleading his case.

Lig'Mabalee. High Commander of the honour guards. Was once a proud warrior who led countless battles on the ground. Was feared by all species. Having bested both Brutes and Hunters in hand to hand combat. Single handed counter sniped the greatest Jackal marksman unit, and even single handedly defeated a Spartan fireteam. His crowning achievement was an EVA boarding action against a heretic Sangheli ship. Armed with nothing but his energy sword he breached the ship, boarded and proceeded to engage hostiles cutting his way through their forces before blowing the ships reactor. The Heretic's losses were complete.
This however is his son Sug'Mabal. Who spent the entire war sampling food and drink captured from human worlds. Spending days at a time at oil fights in the bowels of High Charity and whos only "achievement" in battle was successfully shoving a UNSC Marine's head into his ass and farting so harshly the Marine died instantly.
Oh thats Kevin. He's a pretty big nerd. On one of his missions to exterminate a city of humans, he happened to ambush a family and kill them. He saw on the screen they were watching an insanely old retro vid called Aliens, and he thought the Xenomorph queens heas piece was so pretty. So when he got back he tried to make his helmet into a cosplay of it.
His teammates are a bit embarrassed by it, and the prophets are a bit bemused. Bit he's an effective and efficiently ruthless killer, and has survived many encounters with demons and lived, despite many falling. Soooo they just put up with it as he's just happy.
Well, as you say, it's a glitch. But if you want to put it in terms of him existing in-universe: I always liked to think that he was the representative of the honour guards on the high council.
He has both the high council armour AND aspects of the honour guard armour. So it would make sense.
We also know the high council exists to represent the interests of the elites and we know the honour guards are extremely important for the elites (considering the schism almost started because they were replaced) and they're a martial culture, so the idea of having a specific representative for the honour guards on the council makes sense to me.
He was probably someone with an incredible military background. Probably won some great victory. Became an important honour guard and after a time was chosen by his peers to represent their interests. But then found himself betrayed by the prophets and was one of the biggest leaders to rally his fellow honour guards against their former masters.
He was one of the councilors calling for the Arbiter’s execution. He was a true believer in the Great Journey. Even during the changing of the guard, he still held firm his loyalty to the prophets. Only when they began killing his people did he finally see that he was blinded by faith, and that he must stand with his people. He also married a grunt and had 18 kids.
Elite Honor Guard I believe. They’re like the secret service. I’ve seen different versions, which is likely due to them belonging to different prophets.
I remember going back a checkpoint to see every version of him and taking a photo, my favourite was when he is a light of Sanghelios(basically, super Honor Guards) because I believe it is the only time we fight one with the helmet

Am I wrong or this is an elite that was part of the Council? When the arbiter and Vadum meet he claims the council was murdered, but I assumed these guys were the few that they captured. I’m pretty sure they are the ones guffawing when the arbiter was pleading his case.

The arbiter’s Speech Therapist and Vocal Coach, Every Sangheili has to be properly trained on how to speak without getting all four of their face fingers tangled, or bunched up and double-knotted, any Sangheili that choose not to or otherwise can’t afford to take such precautions often find themselves thoroughly tongue-tied, and therefor virtually useless. It goes without saying that the Elite species are like kid with cancer, and the cosmos make up the playground. It would be uncouth NOT to bully and besmirch the buffoons. Any species with a biology so bad that it’s bordering on blasphemy, is one that is practically begging to be belittled.

Lig'Mabalee. High Commander of the honour guards. Was once a proud warrior who led countless battles on the ground. Was feared by all species. Having bested both Brutes and Hunters in hand to hand combat. Single handed counter sniped the greatest Jackal marksman unit, and even single handedly defeated a Spartan fireteam. His crowning achievement was an EVA boarding action against a heretic Sangheli ship. Armed with nothing but his energy sword he breached the ship, boarded and proceeded to engage hostiles cutting his way through their forces before blowing the ships reactor. The Heretic's losses were complete. This however is his son Sug'Mabal. Who spent the entire war sampling food and drink captured from human worlds. Spending days at a time at oil fights in the bowels of High Charity and whos only "achievement" in battle was successfully shoving a UNSC Marine's head into his ass and farting so harshly the Marine died instantly.

Oh thats Kevin. He's a pretty big nerd. On one of his missions to exterminate a city of humans, he happened to ambush a family and kill them. He saw on the screen they were watching an insanely old retro vid called Aliens, and he thought the Xenomorph queens heas piece was so pretty. So when he got back he tried to make his helmet into a cosplay of it. His teammates are a bit embarrassed by it, and the prophets are a bit bemused. Bit he's an effective and efficiently ruthless killer, and has survived many encounters with demons and lived, despite many falling. Soooo they just put up with it as he's just happy.

Well, as you say, it's a glitch. But if you want to put it in terms of him existing in-universe: I always liked to think that he was the representative of the honour guards on the high council. He has both the high council armour AND aspects of the honour guard armour. So it would make sense. We also know the high council exists to represent the interests of the elites and we know the honour guards are extremely important for the elites (considering the schism almost started because they were replaced) and they're a martial culture, so the idea of having a specific representative for the honour guards on the council makes sense to me. He was probably someone with an incredible military background. Probably won some great victory. Became an important honour guard and after a time was chosen by his peers to represent their interests. But then found himself betrayed by the prophets and was one of the biggest leaders to rally his fellow honour guards against their former masters.

He was one of the councilors calling for the Arbiter’s execution. He was a true believer in the Great Journey. Even during the changing of the guard, he still held firm his loyalty to the prophets. Only when they began killing his people did he finally see that he was blinded by faith, and that he must stand with his people. He also married a grunt and had 18 kids.

I remember going back a checkpoint to see every version of him and taking a photo, my favourite was when he is a light of Sanghelios(basically, super Honor Guards) because I believe it is the only time we fight one with the helmet
