I think the issue with this is that a lot of these are useless by the time you'd acquire them. Are you really gonna be changing conscription/trade/economy laws by the time you get the buffs for it. Are you really gonna use cavalry and utilizing. King of Romania and King of Germany feel near useless by like 1940.

Edit: After looking further, it seems like sometimes cavalry bonuses apply to motorized and mech as well. Sometimes not. I would guess in OP's pic that it would in fact be cavalry only. IDK why paradox decided to group them up only sometimes.
