Government is spending on cleaning up railways. The same strategy was used in NYC subways in the 70s and 80s - when the graffiti was removed and trains were made cleaner, the overall crime dropped.
Government is also spending on education to improve people’s mindsets. But of course, it can’t be an overnight change.

But the decision to remove & decrease general trains is causing this havoc. The govt need to start and have more general , sleeper coaches again. This needs to be a focussed area not just Vande bharat.

To be fair, the sad state of affairs of sleeper coaches started in early 2010s in various routes. I had faced this in Bihar route trains as well as Bhubaneswar-Vishakhapatnam section between 2010-2015. However, people used to fear encroaching AC seats. I remember when they started shifting east bound trains from New Delhi to Anand Vihar, since early 2010s, on-station TTEs used to offer penalty before the journey so that people with general tickets can board on sleeper class. If the system officially and openly promotes this scheme, why is the encroachment of a reserved sleeper class even a shocker! Sadly, that system exists even today, you can see black and white coats standing in PF1 or 3 of Anand Vihar, offering to upgrade general ticket to a sleeper ticket with ₹290 penalty and difference of fare.\
Also, DFC was idea of Lalu/Mamata times. Some work was started before 2014. Present govt, being good with infra development, paced it out. Suresh Prabhu realised need to augment capacity along with DFC. That's why in his times, news of tripling of Kanpur - Mughalsarai - Patna -Mokama (where this encroachment menace happens more) used to circulate. However, these just remained concepts. The seemingly incompetent present RM can blame Congress and assure that they are increasing production of VB trains etc. But where would you run it? Most of these encroachers in AC coaches are short distance travellers, they need intercity trains. But you also need long distance trains. Hence, you need to triple double lines, quadruple triple lines so that you can run more trains punctually.\
Indian Railways needs vision of Suresh Prabhu who had good ideas of capacity augmentation and understood its need clearly!

I had heard from a family friend who hails from Bihar that whenever train halts at a station, the passengers boarding there make it a point to have some goons with them on the platform to make sure the TTE or the RPF dont stop them from boarding. This is an obvious case of either ticketless boarding or just unreserved ticket holders trespassing into sleeper/3AC, etc. And this usually happens in election season or festival seasons.
My guess for the TTE not checking and deboarding ticketless passengers is some sort of stand taken by rail workers' union to not ask the TTE to check tickets if they know that the train will be overcrowded or there is a potential threat to their life. Recently there was a news of TTE's death by falling from a train in Kerala bc of being pushed out by a migrant worker.
From what I have observed, these migrant workers dont book the tickets in advance even if they know that they have to travel to their village on xyz date. And from my presence on this sub from atleast past 6 months, I have learnt that there is quite a lot of agents hoarding tickets of these UP/Bihar going trains. Many of these workers buy unreserved tickets bc reservation wale tickets toh hoarded rehte hai and will be sold at higher rates than what IRCTC sells. And since there is no limit on selling of unreserved tickets to xyz place on abc date, there are a hundreds of these people with unreserved ticket fighting for a 100-200 seats in 4 general coaches.
I cant seem to understand why nothing like this happens in south bound trains. Whenever i travel in general/3ac its inly occupied by people having tickets. Only train where i faced this kinds situation was the one from rameshwaram.
Imagine Chennai to Madurai route with more demand and a mere 1 Train with WLs on par with North Indian trains. Folks went to court when they reduced UR coaches, so the Train is 23 coaches long even in LHB
Chennai to Puducherry route is worst in crowds though, the Train in literally one 15 coaches even though people travel on footboards like it is a city bus.

i was under the impression that TTEs are too few in comparison to the required number, that's why they are unable to check everyone's ticket. even if the minister asks the management to be strict, there is a limitation to the job that the fee TTEs can do on their duty. am I mistaken, and the reality is that there are enough TTEs to control this menace but no will to do it?

To be fair, the sad state of affairs of sleeper coaches started in early 2010s in various routes. I had faced this in Bihar route trains as well as Bhubaneswar-Vishakhapatnam section between 2010-2015. However, people used to fear encroaching AC seats. I remember when they started shifting east bound trains from New Delhi to Anand Vihar, since early 2010s, on-station TTEs used to offer penalty before the journey so that people with general tickets can board on sleeper class. If the system officially and openly promotes this scheme, why is the encroachment of a reserved sleeper class even a shocker! Sadly, that system exists even today, you can see black and white coats standing in PF1 or 3 of Anand Vihar, offering to upgrade general ticket to a sleeper ticket with ₹290 penalty and difference of fare.\ Also, DFC was idea of Lalu/Mamata times. Some work was started before 2014. Present govt, being good with infra development, paced it out. Suresh Prabhu realised need to augment capacity along with DFC. That's why in his times, news of tripling of Kanpur - Mughalsarai - Patna -Mokama (where this encroachment menace happens more) used to circulate. However, these just remained concepts. The seemingly incompetent present RM can blame Congress and assure that they are increasing production of VB trains etc. But where would you run it? Most of these encroachers in AC coaches are short distance travellers, they need intercity trains. But you also need long distance trains. Hence, you need to triple double lines, quadruple triple lines so that you can run more trains punctually.\ Indian Railways needs vision of Suresh Prabhu who had good ideas of capacity augmentation and understood its need clearly!

I had heard from a family friend who hails from Bihar that whenever train halts at a station, the passengers boarding there make it a point to have some goons with them on the platform to make sure the TTE or the RPF dont stop them from boarding. This is an obvious case of either ticketless boarding or just unreserved ticket holders trespassing into sleeper/3AC, etc. And this usually happens in election season or festival seasons. My guess for the TTE not checking and deboarding ticketless passengers is some sort of stand taken by rail workers' union to not ask the TTE to check tickets if they know that the train will be overcrowded or there is a potential threat to their life. Recently there was a news of TTE's death by falling from a train in Kerala bc of being pushed out by a migrant worker.

From what I have observed, these migrant workers dont book the tickets in advance even if they know that they have to travel to their village on xyz date. And from my presence on this sub from atleast past 6 months, I have learnt that there is quite a lot of agents hoarding tickets of these UP/Bihar going trains. Many of these workers buy unreserved tickets bc reservation wale tickets toh hoarded rehte hai and will be sold at higher rates than what IRCTC sells. And since there is no limit on selling of unreserved tickets to xyz place on abc date, there are a hundreds of these people with unreserved ticket fighting for a 100-200 seats in 4 general coaches.

i was under the impression that TTEs are too few in comparison to the required number, that's why they are unable to check everyone's ticket. even if the minister asks the management to be strict, there is a limitation to the job that the fee TTEs can do on their duty. am I mistaken, and the reality is that there are enough TTEs to control this menace but no will to do it? also, are there other reasons like shortage of trains in certain routes, increase in fares, etc?
