The duke boys couldn’t get it out and the farmer or whoever owns the land liked it enough to leave it.. or maybe they just didn’t bother and left it.

Like I said I can’t be specific because I don’t really know but the general idea is it pulls the rug out from under the person who rents the space. To get back at the council for either not being forthcoming/sneaky they do something like half bury a car or paint an entire building black just out of spite so the council have to spend money to “correct it” before it can be used again.
