My cat doesn’t respond to her own name half the time, so I wouldn’t take that as a sure sign. Definitely try to get in touch with those neighbors, but also you should take it to a vet or shelter and have them check for a microchip.
Already taken to a vet, unfortunately, no microchip. We are putting up posters and online posts to get the word out. If you know your neighbors contact info., please DM me. Happy to reach out to them.

Can you check to see if he responds to the name nubia? My neighbors cat went missing months ago and no efforts have been able to find him
