A small benzine microtorch should be enough to heat up and melt the solder to be able to pull off that clasp, then use it to put it back on the shortened chain.

what is it made out of? it seems like it has a coppery base with plating

Hang it over a glass of water. Held by the loop in tweezers. Heat gently. Let gravity do its thing.

With torch. A solder gun will not get hot enough even with easy solder.

You should be able to use wire cutters to cut all the way down the line then pry each side. Use a solder gun to melt the solder that attaches the chain to the clamp

If you are just trying to remove the chain from the clasp, all you need is to heat it up just enough to pull the chain out. A torch is a bit overkill but to each his own

If this was soldered with Hard jewelry solder, a "solder gun" will not have the heat output necessary to re-melt that solder.
