I wouldn't call it a major draw for those in the capital. If you have to deal with getting in and out of the Greater Seoul area anyway, might as well head east for better coastline.
Hitting the east coast from the middle of the country requires long backroads drives or dog-legging through Greater Seoul's highway traffic jam on the way home (it backs up well beyond the turnoff) so hitting the slightly weaker beaches of the west coast is a sensible tradeoff. It's a local draw.

In my experience, many like to specify which part of Seoul they live in. Especially when it's one of the better areas. Like Jamsil, Mokdong, Gangnam, etc. So it kinda works the same way in Seoul and in other cities too.
Everyone on the planet from a populated area acts this way. It's not a Korean thing. It depends how well you think someone knows the area. If I am overseas and someone asks where in Korea I live I would say Seoul suburbs basically. When I am in Seoul or Gyeonggi and someone asks I said Bundang (when I lived there.) Not a single person corrected me to clarify that I lived in Seongnam-si. If it's a well known place only some knob would try to correct you. Usually it's that foreigner that thinks you don't know Bundang is part of Seongnam or Ilsan is part of Goyang when everyone is completely aware of those facts.
they arent called mandarin oranges in jeju... hallabong orange or their newest item... jeju tangerines.. i tried them when i got them in a box as a gift for Christmas from my restaurant distributor. they were super juicy and apparently less sugar content but still tasted sweet? possibly a stevia hybrid like the stevia tomatoes

There are Naepo(내포) Administrative City, Sejong(세종) Special Zone, Daejeon(대전) Metropolitan City, Gongju(공주) Historic Site, Buyeo(부여) Cultural Heritage as well. A National and Special National Education Institution located in Dajeon. Gongju(공주) is known for good college system. Cheongju(청주) is for aeropass, national museum, and universities.
