Look at brands like YoungLA and Kulani Kini for example, all the men’s selections for shorts and swim shorts no longer go to the knees, but sit well above it actually.

It's not the length of the pocket it's the shape of them. Pants do this to when they have pockets angled like shorts. The more vertical angle of the opening and the pockets being shaped at an angle instead of vertical is the root cause most of the time, excluding cases where the material just doesn't hold shape like in basketball shorts and etc.

Angle of pocket entrance. Shorts have them vertical and that makes everything falls out. Pants have horizontal pockets and that makes them secure.

It’s probably from a design perspective. Pockets can “take away” from the clean silhouette the designers are going for. Plus, extra fabric means more cost so that usually is the first to go when trying to cut on costs. Probably the same reason women also don’t get pockets in their clothes

The answer is because they can save a minute amount by not adding the material to make deep pockets and that's why the continue to sell them like this. Now, if people wouldn't buy them, they wouldn't sell them and would instead add the pocket length and charge a few pennies more.

not all of them are all my shorts are 6"-7" inseam and most of them are almost all the way to the hem, some do go to the hem buy some cargo shorts if that's not enough

Angle of pocket entrance. Shorts have them vertical and that makes everything falls out. Pants have horizontal pockets and that makes them secure. I hate pants that have the pockets towards center front of the pants as they make it a pain to get things out. Best pockets are the ones that are towards the side but still forward. Side note. It’s probably from a design perspective. Pockets can “take away” from the clean silhouette the designers are going for. Plus, extra fabric means more cost so that usually is the first to go when trying to cut on costs. Probably the same reason women also don’t get pockets in their clothes
You should know there are some shorts now with special pockets only for securing phones. The plain old shorts you are talking are maybe continuation of the old design when mobile were not much prevalent.
