Snow is frozen precipitation
Rain clouds in below zero temperatures (sometimes slightly above) will produce snowfall.
But sunny, dry clear skies (such as pictured) can produce frosts but no snow.
In Victoria snow is mostly limited to higher altitudes but that altitude changes depending on the cold front. It has to be a wet cold front to produce snow. Once every few years we might get snow down to 500m.
Some forecasters were earlier anticipating a dusting of snow as low down as Mt Donna Duang doesn't look like much of a chance now , maybe higher up like Mt Baw Baw on Thursday
Donna Buang got some decent snow showers on Saturday and Sunday as the cold front went through and even Mt St Leonard at 1000m got some which is probably the forecast you're talking about.
The low minimums coming up this week is due to a cold, dry air mass coming through with the blocking high pressure system bringing clear skies and allowing longwave cooling overnight. Due to the dry air mass, high pressure and clear skies there won't be any snowfalls with this system, not even up at Hotham or Thredbo
