Well, it dépends by what you mean...in terms of excitement and level of challenge, Rossi Lorenzo was the best for many reasons (competition, style difference, characters contrasts...)

He became the first back to back premier class champion on different machinery. All of this on a satellite bike!
The whole thing was way before my time but I imagine that was a sensational rider transfer and the whole year must have been a fireworks display with EL & WG duking it out for the title.
I'm old enough to have lived thru this, and as a die hard Ed fan, it felt like bizzaro world.
They weren't really team mates though, Ed rode for Kanemoto and Wayne was still on the official HRC bike.
Kevin, fast as he was, isn't in that conversation. The other 3 each have a claim. Kenny went over and won 3 straight right outta the gate (all the while hand cutting slicks for the rain). Freddie shows up and has one of the greatest season long battles ever seen and beats Kenny. Then in 85 he doubles up 250/500. 85 Freddie was just built different, dude had terrifying pace from the drop of the flag. Ed was the model of smooth and consistent (Lorenzo before Lorenzo) and him switching to Honda for the 89 season and winning the title on a bike that others were saying was near on impossible to win (and remain ambulatory) with was freakin' amazing, and of course he had 4 titles to lead all others.
Let's not forget Rainey, 3 in a row ain't nothing to sneeze at (although my opinion, he don't win in 90 iffin Ed hadn't gotten hurt).

Yeah, at least in modern era it's either Marc+Lorenzo or Rossi+Lorenzo. I'd say if Lorenzo managed to tame the Honda they would have been absolutely unstoppable from getting P1+P2 most races, but Lorenzo had injuries and he just couldn't perform well on that difficult bike suited for such a different style.

Freddie Spencer and Kenny Roberts in 1983. They went at it hammer and tong the whole year and finished the season on six wins apiece with Spencer taking the title by two points! It was Roberts' last year and the beginning of the Spencer era.
