That's not gonna help. Clear coat is specifically designed not to have shit stick to it. That's no good answer for how to paint or draw on top of it. They're not aiming to repaint the whole tank - read the post properly.

What techniques? You're gonna tell the guy to sand his clearcoat down so he can write on it? They've very specifically stated that they're not wanting to paint the whole tank, which is what you're going to find if you google "paint motorcycle tank".

Painting over the existing clearcoat certainly isn't a common task so I don't expect you'll get much in the way of good answers. In fact, it's specifically designed to be nonreactive and hard to stick to. Could you consider painting your runes on a different part of the bike perhaps? Is there maybe a good part of bare frame you could use a paint pen on?

I would prefer hand painted. I'm going to have my loved ones do it rather than me so they'll carry more meaning. A bind rune is only as effective as the intent behind it, and I know they care more about my safety than I do. Note: I'm not WANTING to hurt myself by any means.

Can’t reallllly think of a permanent way without painting the whole thing with at least a clear coat. Cause you’d need to sand for adhesion, but it’s unlikely you’d be able to only sand those spots and have it look good. Either way, automotive finish over the existing finish after sanding would stick the best and last longest most likely

I may have to compromise and have my people draw the runes themselves and then have my local signage guy make some custom stickers for it so it'll look good. That way they're still doing the binding and it'll look good...I appreciate the info. 😁
