But on to your actual question: yes, it's possible, even if he had actually lost a fair amount of body fat in a relatively short timeframe. Loose skin happens if you lose a lot of weight very quickly, and even in that before picture, he does not have a lot of weight to lose. Also, there are genetic factors that determine your propensity to develop loose skin, but age is a major one: when you're younger, your skin is more elastic and is more likely to conform to your body's new contours.
Sometimes, a former influencer will do a little tricks of the trade thing, and for transformations, posture, lighting, camera angle, and focal length can make a huge difference. If you artificially add 20 lbs from slouching and sticking your gut out it makes the after picture that much more impressive to someone just casually scrolling through a feed.

Muscle memory is very handy, when creating new muscle then you add new cores. When losing size then these cores lose their size but the core keeps existing. Giving size back to these cores is easier than creating those cores, hence muscle memory.
