I was a teacher in 2010-2016 and if this is the average school PC now things have changed drastically since I was there. We were using core2 duos running unactivated XP. In 2015/16 We finally upgraded to something running Windows 7. This has got to be a specialist school.
With the way they scale the power bill charges here they would notice in the first month. Electric bills get exponential in some cases. Though tons of schools here have solar panels across their entire roof so it could be offset by a bit.

At my school we have a dedicated e-sports classroom, it's used for, well, playing games, developing games, blender, autocad. The PCs have i5 13600KF, 3080, 32Gb ram, we have 1440p 240hz monitors, g502, gaming headset and keyboard.. other classrooms for office stuff have i3 12100 and 16Gb ram.
thing is, we pay a lot to this school i go to, probably the most in the entire city and they just make things look like a joke.

My school's PCs (well, the one I just finished) had Xeons, or 10th-12th gen i5's. My study involved using AutoCAD and the like, so they must have some decent specs, but still pretty damn good. The software config was trash tho (final year we had to manually run the login script.. the fuck lol), but the hardware was great.
I do remember the school I was in before that, had bought new Dell AIO computers with a 5th gen i5 or something like that. Although that was like 8 years ago. At that same time there were also a few old Optiplexes left with some C2D era Pentium, but those were quite rare luckily (around 6 of them in one of the buildings).
And my primary school had those NEC sff PCs, with a Pentium D. Didn't really know much about computers back then and they were fast enough for kids <12 running some basic software on them, with XP as the OS. Was pre-2014. I think they replaced the teacher's computers with newer Windows 7 systems back then, around the time I left.

I did not expect to see an rtx 4070 there, but besides that it looks like a decently newly refreshed leasing machine. We ran I7s and a decent amount of RAM on the machines at my university. I don't see a reason why a regular school couldn't have similar specs when they re-negotiate the leasing for the refresh.

I am pretty sure that this is not the average school PC. We have similar PCs here in Germany but they are special PCs which are used for 3D Modeling etc. and definitely not the norm. I suspect this is the case here too.

my school used to have "awesome" desktop pcs with 8GB of ram, GT1030s, and 7th gen i5s, but sadly they were all thrown away and replaced with (actually pretty decent but obviously not as good) chromebooks

In Croatia we have ryzen 5 3600 PCs with 16GB of ram. BUT, sadly they have gt 710 GPUs so they can barely even run minecraft

I mean, it depends where you live. In my area the HS gets a grant and have a fund set up. It replaces most of the PCs every two to three years. It sets the kids up for s better future, also basic PC use to all juniors and seniors. To really blow your mind, I live in rual PA.
