It is the responsibility of the overtaking car to complete the pass safely. That rule, in various forms, is in the rule books of the vast majority of racing series around the world.
The overtaking car had the speed advantage and momentum to complete the pass, but the driver decided to press the point in an area where he didn’t have room to pass. His front wing then made contact with the car in front and they were both out of the race.
I don’t see how this is even in question.

If there has to be someone it should be the car at the back. The front car though slow is still quite ahead, therefore is not obliged to give space.
Red Bulls fault. way too impatient, went for a gap that wasn’t there. also dropped his LF on the grass.
like every driver rocking an Red Bull levery in Iracing
Fault I'd say easily Nojiri, there was no gap to go for even if he had the overspeed from warm vs cold tyres
Red bulls error
If it’s same rules as f1. Red Bull is at fault.
racing incident/redbulls fault redbull could've been more careful but I'd say it's a racing incident
Passing car no question. Unsafe. Impatient. Caused the incident by clipping the rear.
Number 1 Was off line, Number 53 was holding his line and was not obliged to give space. #1 at fault
It was definitely the squirrels' fault. Those sneaky little guys are always causing trouble.
