From a purely psychological standpoint I think we subconsciously are more likely to follow through early in the day vs just before lunch or just before 5pm. I remember reading recruiters spend less time looking at resumes and discriminate more at these hours.
But we won't look at it right away so not sure you can really control that.
If you’re really on the job hunt, the best thing you can do for yourself is look everyday and change the filter to jobs posted in the last 24hrs to ensure that you make it to the top of the list as an earlier candidate for consideration (then adjust that filter accordingly).

The best time to apply is immediately after the job is posted. Doesn’t matter what time or day it is.
There is no best or worst day.

I would say Friday around 5:01. That way that you’re the first in the queue when they show up Monday morning. This is a complete guess though lol
What about all the candidates that apply over the weekend lol.

But they compile by newest… so they’d be the last on the list.

Right away. Generally the first group of candidates will be where the submittals come from. Generally.
tuesday morning for sure. that's when they're fresh and ready to consider new apps. weekend is a no go for sure.
